What are my rights as a tenant?

My partner and I have been living in a flat rented out by Trevi for a year. We pay 150 euro in communal charges for a 1 bedroom flat. We cannot recall the last time the building was cleaned. Worst of all: the previous tenants left all their unwanted belongings (mattress, suitcases. clothes etc.) in our staircase. The agency now tells us that we will need to pay to have the building emptied and in order to reduce the cost of 'charges', we'll need to clean our own building. They've never given us a 'justificatif' of what they spend the money on. Can anyone tell me what our rights are as tenants in this situation? Thank you.

Have you previously made a complaint about the lack of cleaning? Have you spoken to neighbours and asked their opinion ? I think J is right look at what your contract says about cleaning.
If you say they have never cleaned maybe it's not in the contract maybe the contract is for maintaince like external repairs. If this rubbish was there when you moved in did you make a formal complaint about it n notify them then?
You say reduce the cost of charges do you know what these charges are?

as J said the clues are in your contract, there it should be specified clearly what the charges are for. Moreover your landlord or whoever is representing him/her needs to provide official "decomptes" with proper invoices justifying the expenses.
if you find resistance in obtaining what is in your right to have you should contact the Association de Locataires
(I'm a landlord and I would never charge my tenants a cent that is not rightfully due)
