In principle you can only marry in the commune where you are registered and the ceremony takes place in the town hall there. You have no automatic right to get married in a commune where you are not registered or in a place other than the town hall.
If you are each living in a different commune you can choose either of them and there are certain exceptions such as marrying in a commune where one of you was born and has lived most of your life even though you are no longer living there at the time of the marriage.
In principle though, you have to marry in the commune where you live. All you can do is ask the staff there for advice.
