Warning re improper garbage disposal

Question

So, yesterday I received in the mail a warning from the Commune of Ixelles, claiming that I have not respected the rules regarding putting out the garbage. (infraction au Reglement general de Police. Avertissement.) And if it happens again, I will be subject to 'une procedure d' amende administrative' - which I guess would be a hefty fine.
I am really surprised at this, because I am extremely fastidious about following the garbage rules, mainly because I detest the amount of random trash out on the streets here that seems to stem from this random system. How does this happen? Do I have any recourse?

If you put your bags out according to the rules in respect of both content of the bag and day/Hours they can be put outside, you will not have any problems.

No, you don't have any recourse against a warning for doing things wrong. Yes, you'd be able to appeal if you were fined.
