Question

Can anyone recommend a lawyer I need some advice regarding the utility bills for an apartment I own. For 2 consecutive years the bills that we have received have been based on previous consumption and estimates due to broken meters?! We paid €500 last year for new meters only to be told that when they were read earlier this year they didnt actually work. I have asked the syndic for a copy of the bill received by the service provider which I assume gives a total for the entire building and then the syndic divides it up, apparently this is not the case. So if the syndic doesnt receive a bill how do they know what we as a whole owe? Thanks in advance.

Hello there, it is not clear to me whether the syndic is responsible for this or the energy distributor.
Of the energy distributor is the problem, you better do all 3 things:
1) contact Brugel (Brussels regulator for energy) to file your complaint
2) do the same with the Ombudsman: http://www.ombudsmanenergie.be/
3) do the same a third time with Eandis.
This will work then, I work for the Flemish regulator and we see this quite often but gets resolved quickly if all documents are provided.

If the syndic is the problem, which I think is more likely, then they seem to be in breach of their own contract. You can get indeed a lawyer for this. I have previously worked with Maarten Haegemans for rental issues, he worked very well. This seems also to be something for the 'juge de paix' so he might be able to help you or forward you.
