STIB Fines for foreigners

If a tourist here gets fined by the stib for not having a ticket and they don't pay the fine, will it come back to haunt them at a later date or can they just ignore it?

I asked a ticket inspector what would happen and he said 'pas grand chose' so I guess they won't chase this person who certainly isn't me) down but do you think it'll be a problem if this person ever registers as a resident in belgium (eg: with credit etc)
