As long as it's not sim-locked and supports the same frequencies they have here then you probably can use it in Belgium. The quickest way to find out is to put a working European SIM card into the phone and see if the phone can make calls, surf the web, etc. If you have problems take it to the store of the service provider you want to use and they should be able to figure it out.

Hi I have used an American bought iPhone in the past but I do believe they are possibly region locking them now but of course I'm sure people can "jailbreak" them.

If it was with another company, such as Verizon, Sprint or US Cellular, then it isn't GSM technology, it's CDMA, and will probably not work here.
Although it will depend partly on the make of phone as well. Newer iPhones will generally work on both technologies (unless they were sold "locked" in the US to one network), as well as Nexus and some Motorola models.
As others have said, the only way to really know is to get a sim card and try it.
