road works disaster

Hi,
They are re-doing the conductions of water, gas and electricity on our road. It is completely cut to traffic and we can't access our house by car since 12th Feb. They said they would finish 16th April (yes, I know ...) but now we know they won't.
The road is muddy, often very difficult for prams, and there is a very deep ditch in the middle without enough safety protection for children.
The Commune is not interested in becoming involved, they have not asnwered our written complaints. What can I do next?
