Retarded bin collection times
I guess it depends on the commune but at least in most of the region you have a 12 hour time frame to leave your carbage out. For example if the collection is at early Monday morning you can deposit the bags on the street the previous evening starting at 6pm
No, some people aren't that lucky: http://www.rtl.be/info/regions/bruxelles/a-bruxelles-vous-avez-30-minute... (there are more recent articles about this).
the term is "delayed bin collections"...."retarded" as an entirely different meaning in english to "retardé" in french....

That's Belgium. I have a speeding ticket here that gives me 8 days from the day of delivery to pay it or all hell breaks loose. How do they know when it was delivered, IF it was delivered, and since when has it been a crime to not be home for more than 8 days? Absurd little country.
The 18h-18h30 window is indeed ludicrous! Luckily, it is to be abolished from next year: http://www.lacapitale.be/1689909/article/2016-10-07/bruxelles-la-reforme...
"L’autre grande nouveauté, c’est la fin des collectes en soirée. Celles qui forcent les Bruxellois à ne sortir leurs sacs qu’entre 18h et 18h30, «heure à laquelle beaucoup sont encore au travail.» Peu respectée, puisque les gens n’ont finalement d’autre choix que de déposer leurs sacs au matin avant d’aller au travail, cette pratique sera supprimée. C’est cet aspect de la réforme qui suscite le plus de discussions avec les syndicats."
Then again, another article mentions that the unions are grumbling: http://www.lacapitale.be/1697656/article/2016-10-17/bruxelles-les-syndic...
Do any one your neighbour do this? Would any of them do it for you at the same time? That's all I can suggest ask a neighbour and offer a bottle of wine or beer to pay them on a regular basis
