Residence for visiting mother of Belgian national

Question

A friend with Belgian citizenship as second nationality has her mother here on a 3-month visit visa. She sought to get her residence but her commune told her that the family reunification grounds for applying for residence no longer apply, but they were unwilling to provide any additional information. Does anyone know if she can still apply for residence according to current rules and if so, how?

You better get in contact with the Foreigner Office directly, they might provide more information or get lawyer (s/he might find a way to deal with it) as the current law indeed does not allow this any more.

Letting parents come to Belgium through family reunification was eliminated in 2011 (except for minors who wish to bring their parents to Belgium). The mother would have to qualify for residence on her own in order to stay in the country.
