It's not "the editor". ANY registered user can delete a question here. You simply click the "Report abuse" button, and the question (and all the answers) disappears. You can also report individual answers as abuse.

The craziest thing is that if a question has been reported as abuse, has disappeared, and then has been restored by the webmaster (who has deemed that it was not abusive), it can immediately be reported as abusive again, and disappears!

Corker's questions were reported as abuse by HAL (multiple times, after each time they were restored) because she did not like them. It's as simple as that.
