Phone Auto-update Problem

Question

After much further research, it is now evident that there seems to be a fault in the way all Belgian mobile providers send out time and date update signals. Phones that update automatically everywhere else in the world fail to do so in Belgium. This seems to affect only low-end phones, and not the more expensive "smart phones." I have, among others, the following phones, all Nokia: 6600, 1661, 1616, and 100. I use all four Belgian providers: Mobistar, BASE, Proximus, and Telenet. None of my phones auto-updates in Belgium, but do so outside of Belgium on all roaming networks in Europe, the US, China, etc. So it cannot be a handset or hardware problem, but rather a Belgian provider problem. Anyone out there working for any of these providers who might possibly shed some light on this irritating problem?
