Personal loan rate of interest

Question

Hi,

Yesterday I received letter from ING bank, offering loan (more than 5000 euro) at rate of interest 6.50 % pa.
Offer is valid only from 02-JULY till 22-JULY.
And in this loan you dont have to prove purchase or give invoice.

out of curiosity, did simulation on car loan on ING website,
and they were offering loan around 4.00%, which is more cheaper.
But in this case, you have to prove your purchase.

My question, is there any cheaper loan available without giving
any prrof of purchase/invoice ?.
In near future I will need money for my family need.

Citibank currently has an offer of a personal loan "Confort Plus", TAEG 5,70 %. Only for new Citibank clients; 2 500€ minimum and 7 500€ maximum. Offer valid until 31 August. No need to give proof of purchase/invoice.
