Belgium pays out millions in child benefit to families abroad

In 2015, Belgium paid €106.2 million in child benefit money to support 60,538 children living abroad. The amount, which represents 1.69% of the state's total child benefit costs, went to families in more than 90 countries, writes Het Laatste Nieuws.

The largest number of Belgian children living abroad were in France (34,389), followed by the Netherlands (9,520), Poland (5,667), Romania (2,068), Morocco (1,353), Spain (1,097), Italy (679) Portugal (657) and the United States (596).

If Belgium pays benefits to families/persons who have chosen to have children, then why are there also no benefits given to those who do not have children?

But this is for people working abroad for Belgian corporations and paying taxes in Belgium ?
