Hi Iam a temporary resident of belgium and my question is if i get a job outside belgium example netherlands or switzerland or france aand do my work there will the belgium government come to know as because the status that iam on does not permit me to work in belgium and if i wait just two and a half years i can get my Permanent residency in belgium and so in these two and a half years i prefer to work outside belgium or neighboring countries where i can have some money and make a living and then later after 2 and a half years i can apply for my pr card .

No. If you get a job in NL, move there an forget about residency issues in Belgium.

I have no idea how you can legally work in NL if your status means you can't work here. You must be eligible to work where ever you work andi don't understand how a person who can't work legally here can do so else where.
if you have to travel out side Belgium to work then being resident is going to be pretty impossible to go and come back daily with out huge cost and your residency will be affected if you aren't staying here. If you are planing on becoming Belgian I'd suggest you try and access language education
