Immigration

Hi,
My husband and myself are both EU citizens with stable incomes. My in-laws are in their last 70s and currently stuck in war-torn Iraq. They have taken ill and would have to leave the country due to lack of medical facilities. We would like to bring them here as dependents. What do I need to do to or where should I go to see if this is possible, and to complete all the formalities? Kindly advise.
