my niece in the USA wants to buy me an I-Pad for Xmas. Are the specs the same as in Europe and is the guarantee valid in Belgium?

Yes and yes. You register for Appple's guarantee when you first set the iPad up. It's based on wherever your iTunes account is, so doesn't matter if you buy in the US and live here, as your address on your iTunes account will be here and therefore your guarantee is in Europe.
