Heating and other charges

Question

Hello!! What is the most efficient heating system? I have been told that I should rent an apt. with heating charges included in the common bill. However, that option would mean I will end up paying for the rest of the building's charges as well. Moreover, if I rented an apt. with private heater would it break, should I pay for it to be fixed o is it the landlord's responsibility?
Last but not least, if you have individual heating could you share your experience?? THX in advance.

Common charges are just that, common costs that are divided between all the households in the building which sometimes include (but I imagine that it's very rare) heating charges for the common area.

My apartment, like most, comes with a gas heating unit that heats water for use and heats water for the radiators. As a tenant I am responsible to pay for the every-three-years maintenance on the boiler; However, if there is a problem with the boiler, it is the landlord's obligation and he must order and pay for the repairs UNLESS I have not had the maintenance done, in which case I have to pay for any repairs.

It is extremely doubtful that there are rental units in Brussels that don't already include a heating system.

It would be helpful to know what kind of building you will be in. Is it a large building with many other apartments or a small building where there are only two or three apartments. Are there separate gas and electric counters? Is there a separate water meter? It would be unusual to have your heating included in with the rent.
