When you contact a health professional you ask them if they are "conventionné" or not. If not, them they can charge you what they want. If they are "conventionné" then they must respect the government guidelines which means that your "mutuelle" (health insurer) will reimburse you some, most or all of the fee. The first thing you need to do is join a mutuelle.

An excellent, free source of info on this sort of thing is the Expat Welcome Desk of the Brussels Commissioner for Europe and International Organisations

Whether or not a health professional respects the government guidelines, your "mutuelle" (health insurer) will reimburse some of the fee. The amount refunded is fixed by law and applies however much you pay.
The situations in which you will be refunded ALL of the fee are very limited and apply to, for example, pregnant women, pensioners and so on.
