Freelance status

Question

In order to register as a freelancer in Belgium, is it necessary to be registered at the local commune, or is a temporary social security number enough? I'm not trying to avoid paying my dues, but rather sort out a complicated administrative situation.

You need to be registered at the commune. Yes, that is a pre-requisite.

You will then get a temporary residence permit (if you are from the EU), and when you report back to receive the more permanent one, you need to provide evidence that you have actually established as a freelancer and also income to support your cost of living.
