free legal advice - Corona car insurance - huissiers

Question

Hello Readers,
Is there a helpline for free legal advice?

In a nutshell... I crashed my car into a public transport vehicle in the middle of busy junction (my fault) around 07h10 one work morning resulting in my car being a write-off (no other damage to anyone or anything, thankfully, save for a scratch on the impacted public transport vehicle ). My car insurance company (Corona) did not answer the phone when I repeated called them from the scene (engaged tone and then cut off), so the STIB officials found another number and called a towing company to remove my car.
1) My insurance company is refusing to pay the towing bill as they say that I did not effectively establish contact with them and instead called another towing company. Note, that when I was back home and calm later that morning, I called insurance company again to report the incident and find out next steps... they said they had been very busy that morning with a lot of calls concerning wind damage during the night.
2) The bill from the towing company is 680Euro (car loaded & towed from Anderlect to their place in Scharbeek) as they say that I called at 07h18 which they say is the night time, and so double rate. (??)
3) The towing company called insurance company the following day on my behalf and insurance company said they would pay (but they did not get a name of who said this - great) so they sent invoice to my insurance company. Insurance company refuse to pay (see 1 above) and so towing company has redirected the bill to me and I've now additionally received a letter that the file has been passed the file onto a huissier. Is there not a process of warning/reminder letters before passing onto a huissier?

Any recommendations whom I can call for legal advice would be greatly appreciated.

Free legal advise is provided by commission d'aide juridique. But it is in French or Flemish. Take a look at the link.
