Having left Belgium without 'unregistering' at the local commune, what should a person do when visiting the country in future?

If you haven't deregistered, you are still considered resident here and will continue to be liable for income taxes and social security on your income. If you have a bank account with money in it, they will eventually take it if you owe them anything. On the other hand, assuming you were working in Belgium before you left, you may well be due a tax refund due to the fact that you did not work a complete calendar year. I never claimed to be "knowlegable" about taxes, I claimed to be knowledgeable about the human rights abuse inflicted on European residents and citizens who happen to be claimed as US tax payers by the USA.

Secondly, according to KPMG, there is absolutely NO requirement whatsoever for a Belgian resident to deregister in order to no longer be a Belgian tax payer.

Failing to deregister means it's slightly more difficult to prove you are no longer liable for Belgian taxes.
