English Carpenter settling in...

Dear Friends,
My boyfriend is trying to set up his busniess in Belgium and leave the UK. He is a self-employed carpenter and would like to start an official business in Brussels and the Brabant Wallon. Would anyone know how to apply for a vat number and how to get started on the paper work?
