I had a shipment from Norway held back for a month in customs and then charged about half the value of the actuall package. I've sent an enquiry to relevant staff at bpost (customs people told me to) about this can really be right, especially considering Norway is in the internal market. I will keep you posted as to what happens, as I can imagine that there are other expats from outside the EU who experience similar problems.
