Driving School Dodge

Question

A driving school dodged me. I like to have your opinion. So please excuse me for a long story. I had a provisional driving licence what I got in 2010 but due to some very exceptional circumstances, I was unable to drive and to pass my practical driving exam. Thus, when I had only 2 months to expire my permit, I booked 10 hours with a driving school as following:

Initial 10 hours: 450,00€ (each 2 hours as 90,00€)
At the end my instructor said, your permit has just few days to expire, so you pass new theory exam.

I passed my new theory exam. Then I booked some more lessons with the same school as following:
Another 10 hours: 540,00€ (each 2 hours as 90€ and rest of 90€ as the practical exam fee.

On the day of practical exam, I paid the 36,00€ exam fee but examiner refused to take my exam due to annex 4, which was slightly dim but it was totally a commune printer fault.

Then I came back in the same school and booked some more hours as following:

Another 10 hours: 350,00€ (each 2 hours as 70€)
This time they demanded a new exam school fee (as 90,0€) what I refused to pay and I convinced them that I didn't used their car when examiner refused to take my exam. They accepted and given me a plan of 5 lessons.

So today I had a lesson and after lesson, they informed me that their English instructor is leaving for holidays and they changed their given plan and also demanded 190,00€ by saying (that their 70€ promotion ended and they will charge additional 100,00€ as 5 days addition & 90,00€ as practical exam fee. First I talked to them politely but later I called police but police supported the school owner because he created a wrong story in French that they already given me 10 hours lessons (I understand it well) but my French speaking power is limited, where as still 8 hours are left, for what I have paid them. Police considered me a faulty person and pushed me out from school by saying that we can send you in jail. Please guide me to whom should I complaint about this incident and this injustice? I have all proofs with me. Will appreciate your suggestions.

please be also be aware that of 2017 you are no longer allowed to have a translator aside.

Driving schools are supervised at regional level, not national (federal) so all depends in which region you had a problem.

If you had a special price for lessons within a certain time frame, it should have been made clear from the outset.

Is the school and official and registered driving school ?
It should have a 4 digit code.
You must have received receipts for all payments made.
You have the right to a copy of the lesson summary which should have been completed.
It is a regulated business, so complain is possible.

Cannot help more with more specifics.

Your comment is not correct, you are still allowed to have a translator in the car for the practical exam but the rules are different depending on the regions and so the location of your test.

Nothing changes in Brussels and Wallonie
In Flanders, translation will only be allowed from NL to French or German or English and NO other languages effective 01.03.2017.

If You live in flanders and want to take the test in another language, you will have to do it in Brussels or Wallonie from 01.03.2017.
