Question

The original offer and acceptance is signed andconditions agreed. However, at the next stage -, compromis de vente - is it normal for the seller/buyer to introduce extra conditions before the CDV is signed. If one party does not agree to the extra conditions at the CDV stage, can one of the parties pull out?

Neither side can introduce new conditions nor can they pull out at the cdv stage without being liable for a substantial penalty, that is why getting everything right at the option stage is so important. Basically once an offer has been made, and accepted, that is it, unless one of the conditions related to that offer (usually finance) can't be fulfilled, the sale will go through. The only other exception is if there is, say, a problem with the title or other force majeure issue.

Your notaire/notaris will confirm all this to you.

No. If the offer is conditional, this needs to be stated when the offer is made. These conditions are then included in the compromis.

Usually, if you say "subject to mortgage", this will be accepted as a condition. If you say anything else, you'll probably get told to take a hike.
