Question

A friend has returned from a part of Bulgaria that was or is a red zone. On arrival back in Belgium, at the airport, he got an sms saying he must do a test. Is it obligatory to do a test based on an sms? Because when he phoned the hotline, they were not certain ...

No regions of Bulgaria are considered a "red zone" by Belgium, but a large part of the country is "orange". It is strongly recommended that your friend stay at home for 14 days and take a coronavirus test. But, unlike red zones, it is not a legal obligation.
