1/ Are you living in a "copropriété" managed by a Syndic?
2/ Are there more than 20 apartments in this "copropriété"?
If the answer is YES to the both questions then there is brand new law requiring the election of a "Conseil de Corpropriété" with a president and some assessors.
Those must be owners in the same copropriété and their role is to control the Syndic's job.
Just file a claim to them.
