Ads on ex-pats for the sale of puppies and small dogs

Question

I think there is some scam going on on the pets site of expats. There are constant offers of puppies to be sold (especially small ones). I think this might be an illegal trader selling animals. Anyone else have noticed it, if yes - it should be stopped and investigated.

It is illegal to post ads on a Belgian website to sell animals in Belgium.
